Yes and no. If an pilot reports airport in sight when on an ILS approach, you’d ignore that. If a pilot reports full stop, you would need to respond with roger. If a pilot checks in, you’d respond with radar contact. Although you should not check in if you intend on requesting an approach immediately thereafter.
